  • Average collection is 6.1 kg per inhabitant.

  • Under the Programme Agreement 2025-2027, municipal collection centre efficiency incentives increase with per-capita collection. Centres that do not carry out small-scale collection remain in Class 1, the lowest.

  • In Class 3 and above the good-operation threshold, incentives reach 250 euros per tonne for R4 and 455 for R5. Collective schemes pay them to the organisation registered with CdC RAEE for the collection centre.

02Need and application

Field observations

Need

65.7% of respondents have accumulated WEEE at home in the last 12 months and 32.8% still keep it. The most frequently indicated barriers are collection centre opening hours (27.1%), the difficulty of transporting heavy or bulky items (22.6%) and distance (20.7%), in a multiple-choice question.

Source: validation campaign, January-February 2026: 1,346 responses in total; percentages based on the 1,261 responses to the second version of the questionnaire. Non-probability sample.

Application

Containers for small R4 and R5 WEEE in communal areas of residential buildings and in public spaces, with collection data for each point.

03Operation

01

The resident deposits items in the container close to home.

02

The deposit is recorded and the data feeds into Cicero.

03

An authorised operator empties the containers and takes the WEEE into the agreed system.

04Responsibilities and integration

Municipality

Promotes the service, identifies public spaces and coordinates the operator and collection centre.

Technology provider

Provides containers and the platform, and manages data and reporting.

Authorised operator

Empties the containers, transports and delivers WEEE in accordance with its authorisations.

The route for collected WEEE, through the municipal collection centre or another authorised facility, must be defined before launch: it affects incentives and each organisation’s obligations.

05Trial process

01

Analysis

Municipal collection data, collection centres, operator and constraints.

02

Design

Site selection, WEEE route, roles and communication with residents.

03

Trial

Container installation and data collection for an agreed period.

04

Evaluation

Joint review of results and a decision on expansion.

06Evidence

793.75 kg

collected, WEEE and batteries combined, in 6 condominium events in Milan, with 61 households out of 275 residential units.

Collection events

1,346

responses to the validation campaign questionnaires, January-February 2026, plus interviews with supply-chain operators.

Research

07Economic framework

To be defined with each authority

It depends on the scope of the service, the number of collection points and the WEEE route. Efficiency incentives support collection but do not, on their own, cover the cost of a service.
